From what I can gather it's a Dutch horror film for a French audience dubbed poorly in Queen's English and packaged for an American market (read: pretty awesome promotional artwork). It's a Troma film.
It's Rabid Grannies aka Les memes Canibales (imdb).
In short, I wouldn't bother unless your particularly keen on the older Troma films such Surf Nazis Must Die, Curse of the Cannibal Confederates or (the admittedly entertaining) Nightmare Weekend
My childhood was spent obsessed with horror films (good thing it was the golden era) and looking back my experience is punctuated by alternating doses of confusion (eg: Rabid Grannies) and gore encrusted horror classic rapture (not Rabid Grannies).
The best part of the film (and no doubt the part that confused me the most as a child) is the mix of surreal dialogue (some pretty average Dutch/English translations) and the hilariously over the top dubbing job. It's nothing less than outstanding. At 30:10 minutes there is a scene in which Aunt Elizabeth (a Rabid Granny) is reading out loud, the line is botched by the actor and due to non existent editing remains obviously so, but what is really beautiful is the dubbing job in which the mistake is replicated perfectly in English. There's a part, equally rewarding, where an actor fucks up clapping his hands (must have been clapping in Dutch). It's beautiful.
And what of the implicit promise of Rabid Grannies: that collateral damage from the Grannie outbreak may include children? Without giving too much away, I would suggest you look elsewhere. Can I suggest the last three minutes of Troma's "Beware children at Play"?
